I might take them for a mother and child--with the mother in excellent blue suit and child in red necktie

The back is papered over but it appears to me to be painted (in oil) on a thin wooden panel

Looks to me like this young woman donned all her very favorite things for this photo, adding up to a most excellent and personally expressive outfit, with an earnest and proud face to match.
